DIRECTOR VAS MESSAGING PLANNING - QATAR

Reporting to: Sr. Director- Design Support
Department / Section: Operations/Technology/Design Support
A. ROLE & CONTEXT
Purpose:
• Group-level expert resource in VAS & Messaging Planning and Engineering to provide hands-on Design Support for group operating companies.
• Work with Group Product Development and Group IT teams to deliver a standardized service delivery framework for the group.
Context:
• The Design Support team is a group-level team to be placed in-country with group operating companies (OPCO) for weeks to months at a time, with specific engineering goals mutually agreed with the OPCO.
• Aim is to develop world-class network architectures, capital efficient network plans, and competitively performing networks in conjunction with the OPCO; to transfer best-practice planning, design, optimization and reporting techniques to the OPCO in line with group preferred practices, architectures and roadmaps; and to contribute to group architecture, roadmap and practices development.
• The role closely collaborates with other members of the group-level technology team that drive overall technology road maps and vision.
B. ROLE ACCOUNTABILITIES
• Group-level expert resource in Product Engineering, VAS and Messaging platform planning and engineering
• Deliver capital efficient, flexible and competitively performing networks in conjunction with individual group operating companies
• Transfer best-practice product engineering techniques to the group operating companies in line with group preferred practices, architectures and roadmaps
• Support review of operating company strategic plans and budgets
• Support the Cross-Operation Forum Program leadership for product engineering, VAS and messaging systems
• Support development of Group-level product engineering, VAS and messaging systems technology road maps and practices
C. EXPERIENCE AND QUALIFICATIONS
Minimum Experience & Essential Knowledge
• In-depth working knowledge of 3GPP core network technologies, VAS and Messaging platforms, and charging and policy management in mobile networks
• Extensive hands-on experience in the engineering planning, design and implementation of products and services in a competitive mobile network environment
Minimum Entry Qualifications
• 10 years experience directly related to the duties and responsibilities specified
• Previously held a senior position in Product Engineering at a major telecommunications operating company with 2G and 3G accountability
• Engineering degree desired, or lesser qualification acceptable with appropriate experience
• Industry training in mobile core network, VAS & messaging platform technologies
• International experience, preferably in the MENA region
D. KEY PERFORMANCE INDICATORS
• Creativity, strategic alignment and practicality of service delivery framework architecture development
• Timeliness and quality of products and services planning and design
• Quality, accuracy and appropriateness of OPCO VAS & Messaging performance and utilisation reporting
• Capex efficiency improvement
• Responsiveness to operating company need
• Quality of contribution, and alignment to group practices, architectures and roadmaps

F. SKILLS
Technical
• Vast knowledge of key mobile telecom core network and VAS & Messaging platform technologies, including hardware and software components
• Strong knowledge of 3GPP network technologies and end-to-end planning practices, implementation methods and cost optimisation strategies, with a speciality in Core and VAS for Product Engineering
• Knowledge and experience in systems integration techniques, system engineering, systems management, and KPI reporting
• Ability to translate marketing needs into engineering targets and able to guide marketing through ideas formulation of network targets
• Strong understanding of technology trends, best practices, and management of technology innovation operations
Behavioural Competencies
• Strong interpersonal and communication skills and the ability to work effectively with a wide range of cultures in a diverse community
• Strong leadership and an ability to foster a cooperative work environment
